Result indicates that counties, which concentrated in big scale industries such as manufacture and massive infrastructure, had high deviation between real economic growth and economic growth plan in this unprecedented time. However, counties with more diverse scale of industries, which supported with home and small industry as well as labor intensive, are more likely to be steady. This paper recommends the country to encourage creating industry diversity that may help buffer its economy in regard to prevent unfavourable shocks.
