Abstract
The strategy of the Old Town of Lutsk developed in cooperation with Urban Sustain Architects, Beloded Landscaping, and Aldis Blicsons is aimed at solving the existing challenges of spatial development, nature conservation, sustainable development of business and society, solving transport problems within the real possibilities of the city. The strategy is based on market reform, the intervention of hospitality developers based on participatory design and public-private partnership, creation of new public spaces and their integration into a single system, improvement of existing natural forest and water areas, improvement of the transport system, introduction inclusiveness and universal design, resolution of social conflicts on the territory. The solution of this strategy is not the final instruction for implementation, but soon is a guide for future decisions chasing with active stakeholders within the existing terms of budgets, implementation risk, ownership plots and effectiveness of the urban policy. We do not propose to return the river and swamps instead of the market and the main street, as the existing water areas and green areas will need careful maintenance taking into account their condition. We do not offer to involve construction monopolies or entertainment centers to solve financial problems. Instead, our proposal is an integrated planning approach, where the city, together with the market community, must address the format of reforming its territory, involving the city's business community and small developers, leading restorers and historians. with a wide range of creative industries of Ukraine, the EU, and the World to breathe life into the Old Town of Lutsk.
