Community epidemic prevention planning and management system in response to public health emergency

Abstract
With the rapid development of society and the rapid advancement of globalization, various public health emergencies occur frequently around the world. By reviewing the worldwide of SARS, H1N1, MERS, Ebola and other sudden infectious diseases shows that large-scale, urgent, dynamic, easily transmissible and high-risk public health emergencies have become global issues that threaten urban public safety and Residents' life and health, posing a huge test on the healthy development of cities. Since the end of 2019, the outbreak of covid-19 has had a huge impact on the global economy and public safety. As the basic unit of urban governance, community is not only the last line of defense against covid-19 in urban areas, but also the first line of social epidemic prevention. Based on the practical analysis of epidemic prevention and control in cities at home and abroad, re-examine the community's ability to respond to public emergency. The relevant experience of the epidemic prevention and control has shown that the community prevention and control position is the most effective line of defense for external anti-input,internal non-proliferation, joint prevention and control. However, judging from the results of community prevention and control in Wuhan, although a small number of epidemic-free communities have been successfully implemented under the closed management mode, due to the lack of consideration for high-density population mobility and the risk of accidental and uncertain public health emergency, and there is also a lack of planning predictions and emergency plans for responding to public health emergencies, the vast majority of the communities are still present a daily relationship with the abnormal disconnect, the lagging of normal security to emergency security, the mismatch between the structure of public service facilities and the functioning of emergency functions, the mismatch of governance responsibilities and power, the incompatibility between the community organization model and the social incentive mechanism , etc. On this basis, this article attempts to construct a community epidemic prevention planning and management system in response to public health emergency. First of all, overall space planning,integrate the space elements of emergency and epidemic prevention, establish the basic operation grid space system of "grading – classification - zoning". Improve the resilience of the community space. Secondly, mechanism innovation,establish a whole process emergency epidemic prevention mechanism of "pre-epidemic early warning - prevention and control during epidemic - recovery after epidemic", realize the organic transformation under emergency. Third, improve governance, establish a community governance community of "rule of law - autonomy - rule of virtue", and ensure the effectiveness of community governance in emergency. Through these strategies and suggestions, the ability of urban communities to respond to public health emergency can be improved and ensure the healthy development of cities.
