Tactical Urbanism and Community Resilience approach in Iran.

Abstract
Abstract In recent years, a new approach of intervention in urban spaces, called "tactical urbanism"(TU) has been introduced to solve current problems of urban areas. The main purpose of this approach is to meet the needs of citizens in urban spaces to achieve social resilience. This study aims to investigate the experiences of "Play Street" as one of the TU project in a deprived area called "The Street in the children’s hand" in District 10 in Tehran, Iran. The study uses a qualitative, case study approach to analyze the potential for the enhanced presence of children in urban spaces. It proposes an approach comprising small-scale, provisional measures to respond to the problem of sociability for the children and adolescents living there. The event was held in 2017 -2018. The data were collected using observations, open-ended questionnaires, and semi-structured interviews for public engagements in three initiatives and then analyzed. The findings indicate that TU projects can be enhanced social resilience according to improving local knowledge and learning capacity, Community networks and relationships, and Organizational Capacity and Communal Asset. It can lead to a systematic process as a primitive example to ultimately improve environmental quality and quality of life. The results suggest that future TU practices require better coordination between local authorities, the better familiarity of municipalities with tactical initiatives, public management (controlling public commuting), better flexibility in regards to the demands of participants and residents and businesses, providing sufficient resources and means and in general, all-out support by local authorities via a strategic plan to enhance urban resilience through small- scale initiatives.
