Abstract
At the beginning of 2020, China,which is experiencing the largest urbanization in the world,encountered a pandemic of COVID-19 with rest of world. By taking quick and decisive measures, China successfully controlled the epidemic and ensures urban health and safety. Except Wuhan, there are 662 cities in China. It’s the Chinese institutional advantages that have played an important role in controlling the epidemic of Covid-19.In addition; we need to make a review and a summary of the measures and methods which Chinese cities had taken to protect the city’s operation, health and safety in low-infection- rate and low-mortality-rate in urban residents. At the same time, it is also an urgent matter that to find the urban vulnerability characteristics and health and safety issues exposed under the epidemic of Covid-19. So , we can make an effective policy and planning guidance for China's healthy urbanization and the development of healthy and inclusive cities in the future. In the process of rapid urbanization in China, the low level public-governance in China's cities had led to the new problems of human-settlement’s environment and the shortage of public service resources, which has affected residents' health and safety. Chinese government issued National New-Type Urbanization Plan (2014-2020), which proposed the construction of Smart-City, Green-City, and Civilized-City. In construction of New-Type-Urbanization in China,the concept of "inclusive" has gradually penetrated into the social level of human settlements, urbanization and other related fields. The year of 2020 is the closure of the plan, it is worth reviewing the development, summarizing the achievement and identifying the problem in the construction of Smart-City, Green-City, Civilized-City. All of this contribute to sustainable healthy Urbanization, realization of Healthy-Cities and inclusive growth in China city. In 2017, Chinese government proposed "Healthy China 2030 Plan". Earlier, the concept of "Healthy City" was introduced to China in the early 1990s and many Chinese cities had been explored and practiced for more than two decades. At present, all the municipal government in China have reached a consensus on building Healthy Cities, which involves many aspects of urban construction and development, multi-departments such as health, environmental protection, and transportation. Therefore, only by improving the level of urban governance, increasing public participation, promoting cross-sectoral government-cooperation, increasing the effective supply of public products, and realizing the equalization of basic public health services can China achieve healthy urbanization, health, and inclusive urban development. After controlling the epidemic of Covid-19, Chinese central government proposed a New Infrastructure Plan, based on 5G high-tech, big data, etc. New-Infrastructure brought the acceleration of the construction of Chinese Digital Smart-City. The promotion of New-Energy-Vehicle Charging Pile and improvement of green energy technology also accelerated the development of Healthy Cities and Green Urban environment in China. With the improvement of Pubic-Governance of in Chinese cities, more and more Healthy Cities will accept & absorption migrant rural workers in urbanization, and resolve the problems of health unequal & differences in old urban communities, meet the needs of vulnerable civil groups, realization of public participation and equalization of public services resources. In short, a high-tech, Equity-Society, Developed-Economy and Eco-Friendly Healthy Cities in China will present a hopeful and beautiful vision for all Chinese Peoples to meet and satisfies the Chinese people’s pursuit of happiness.
