Abstract
Continuous waste collection services are an essential element of our urban quality of life, and we are fully aware that if this process is not present in our lives, a complex problem will arise. During an epidemic crisis, the first goal of urban management is to ensure that waste is collecting continuously throughout the cities, without any disruption and without any discrimination based on income, religion, race or nationality. To achieve this goal, garbage collection workers must be protect in principle, as they are one of the most vulnerable workers in society, as they are at risk of many epidemics, including viral infections. Waste collection workers are the second most important human shield in epidemic conditions after health care workers. That's why waste management workers have become the main workers in the epidemic situation for the UK government, meaning they receive the care they need during a crisis, so they can provide services that are more basic with confidence. ISWA suggests that all governments should recognize the key role of waste workers in this period. In this paper, in addition to assessing the key role of waste workers, various methods of waste management in epidemic conditions will be analyze. In addition, the activities carried out in the waste management department of Tehran during the epidemic will be evaluate. The plans of the Tehran Municipal Waste Organization include solutions to replace personnel, vehicles, infectious waste, garbage collection, washing, disinfection, and street cleaning. Almost all over the country, municipalities and regional authorities are preparing possible programs, including public-private partnerships. ISWA also recommends that all municipalities around the world develop alternative emergency programs. However, in addition to the additional measures that must be taken for the workers of the complex, all citizens must receive and apply the new instructions. It is also necessary to educate the people about the crisis prevention programs during the epidemic of the disease through radio and television and social networks. At present, studies on the Comprehensive Waste Management Plan in Tehran Municipality are underway and in line with the Comprehensive Waste Plan of Tehran, the owner of intelligent and innovative, participatory and sustainable waste management with the lowest waste production and maximum resource recovery will be the correct implementation. The comprehensive plan will certainly provide acceptable results even in an epidemic situation.
