Abstract
Health and life safety issues of China’s city residents are receiving a lot of attention under the public health emergency represented by the COVID-19 epidemic. China’s big city (resident population in urban area 1 million to 5 million) has widespread problems to be healthier city. How to ensure the city operated healthily and guarantee the citizen’s life safety in emergency? This paper analyzed the application of healthy city theory from different levels. First of all, this paper analyzed the real problems of current situation of China’s big city base on hypothetically public health emergencies, and there are two main weak points need attention: imperfect of construction of medical and health system and lack of urban space on emergency response. Then, this paper proposed three requirements of urban planning under the concept of healthy city. At the micro level, we suggest to cultivate the city tolerance taking public space as a carrier. Currently China’s big city still has the problem of lacking of public open space. City’s adaptability is not effective to all types of people. So the city’s tolerance spirit needs to be reflected at the spatial level, so as to provide an effective carrier for the healthy development of people. In addition, the interaction between city and people needs to be clarified further. A city serving cars is threatening people’s right of healthy development seriously. The urban space of pleasant spatial scale needs to be increase significantly, and the human activity need to be encouraged firmly. At the meso level, we suggest to rebuild the spatial structure taking eco-corridor as skeleton. Big city should construct a green open space system combining natural elements such as mountains, rivers and woodlands, in order to improve urban atmospheric diffusion transport capacity and reduce urban heat island intensity. At the macro level, we propose to reflect deeply about the urban planning values taking things/space come before people. We should care more and more about people in the process of city development. At last, this paper introduced the planning of high speed railway hub area of Taizhou, contains three content. First, the planning is trying to establish a systematic and comprehensive hierarchical diagnosis and treatment system. Complete basic functions and featured medical facilities are planned in 8 residential community centers and each center serves 30000 to 50000 residents. Considering nearby existing city level exhibition center, sports center and a to-be-built precision medicine town, the planning placed new specialist hospitals, cultural-leisure- health complex in which shows life and health experience. There also placed small public leisure facilities along with water space, in order to build a waterfront cultural, healthy and leisure belt, to form a public facilities ring of “Medicine + Culture + Sports”. Secondly, the planning established hierarchical and resilient space systems, building a green land system of “Entering green space in 3 minutes, entering waterfront in 5 minutes and entering forests in 10 minutes”. Thirdly, the planning established future-oriented smart community platform, focus on building a community health and medical platform. The platform includes daily life oriented community health monitoring and early warning system and major diseases oriented intelligent care system. This paper is dedicated to achieve the goal of exploring effective paths of healthy city in new area of big city in China and building healthy city which really enhance people’s sense of gain, happiness and security.
