Abstract
With the comprehensive development of China's territorial and spatial planning and the continuous advancement of the all-for-one tourism development strategy. The concept of the protection and development of regional culture has gradually transitioned from the traditional isolated development and protection to a system that integrating elements of the entire region, converging industries across the region, and governing the space of the entire area. This article takes the cultural tourism corridor in the Qinhe drainage basin of Qin shui County as an example to explore the laminated protective structure of "landscape base + Qinhe river network + watershed ancient settlements + ancient cultural sites", and in accordance with the territorial and spatial planning, strengthen the regulatory mechanism of space in focus area. Explore the multi-dimensional development pattern of "regional culture + coal industry + tourism industry", and actively use Qinshui's characteristic industries to promote industrial transformation and upgrading. Put forward suggestions for the protection and development of Qinhe drainage basin culture in the context of the new era planning policy, in order to further highlight the importance of the regional culture of Qinshui County.
