Study on the territorial planning of fossil energy city in the post-oil age —— a case study of a certain county in Shanxi Province

Abstract
As a major energy province, fossil energy has always been the dominant resource in Shanxi Province. Coal, coal-bed methane and related industries provide more than 1 / 4 of industrial jobs, more than 1 / 3 of industrial added value and more than 1 / 2 of available financial resources in Shanxi Province. In the past 40 years of reform and opening up, great contributions have been made to ensure the national energy security and social and economic development. However, due to the deep dependence of the city on resources for a long time, there are deep-seated problems such as the imbalance of industrial structure, the uneven distribution of wealth, and the pressurization of environmental protection caused by the "one coal monopoly". At present, China has entered the key stage of mineral resource management reform. Many new ideas, policies and measures promote the planning and management reform, which is complementary to the all-around and all factor land space planning being implemented. For fossil energy cities, a forward-looking, scientific and reasonable land space planning can better cope with the coming post-oil era. Taking the land and space planning of a certain county in Shanxi Province as an example, this paper, based on the evaluation of the carrying capacity of resources and environment and the suitability of land and space development, and relevant mining laws and regulations, discusses the relationship between the comprehensive utilization of mineral resources and the coordination and control of planning elements between land and space; secondly, we form three levels of mineral resources development strategies, namely, the guiding zone of mineral resources development, the boundary control of authority, the policy transmission mechanism, and then, combined with the planning and control of other main functional areas, we can jointly solve the problems of industrial structure and layout optimization, efficient utilization of resources, green development of mining industry, planning implementation and management, and finally, achieve the goal of high-quality development for city. According to the research, the primary premise of the development of fossil energy cities should be in line with the development concept of ecological civilization. The exploitation and utilization of fossil energy, the protection and restoration of mines are not only the single field of energy and mines, but also the linkage with the whole area and all elements, and more attention should be paid to the coordination and overall planning with local development demands. Through the exploration of the planning, we hope to promote the research and preparation of the overall planning of land and space and the overall planning of mineral resources, so as to improve the policies, regulations and technical standards.
