Abstract
In Tehran flood forecasting and warning system, a combination of the second generation (prediction after precipitation) and fourth generation (based on numerical prediction of precipitation and temperature and hydrological models) is considered. Tehran Flood Warning System(FWS) includes a set of measuring and monitoring tools, telecommunication equipment and devices, hardware systems, software models, computer users, various specialists and managers. In this system, real-time meteorological parameters are continuously transmitted to the data collection center and the status of the catchment basin is evaluated. At the same time numerical models of weather forecasting that provide the information needed for flood forecasting are running in the catchment area. By reflecting the prediction results to the decision making system (Tehran Mitigation and Management Organization), this system decides how to issue alerts to people. The purpose of the project is to provide pre-notification of managers before the flood, speeding up the decision-making of managers at the time of the flood, and ultimately reducing the losses caused by floods in Tehran, in order to implement the seventh target of the Sendai Framework. Waning systems are essential for urban management which increase resiliency and reduces disaster costs.
